One difference between 1995 and now that I haven't heard anyone mention yet is the presence of social media in political discourse. Some experts have mentioned seven days as the period in which public outcry against a government shutdown starts to build. Social media could shorten that period and, possibly, send the debate lurching into unexpected directions.
